why is this in two sections?

I think that max EV's you can get on 1 stat is 252, not completly sure though

You're almost right. You can have 255 on one stat, but 252 is the highest that makes a difference in the Pokes stats. So a standard physical sweeper would usually have something like this EV spread:

252 Atk / 252 Spd / 4 HP

Hitmonlee's EVs make no logical sense. Try maxing out Attack and Speed.
