Toxic Stall Dewgong

I thought of a Toxic Stall set for Dewgong while I was making a Shoddy Battle team. Here it is:

Item: Life Orb

Nature: Naive

Evs: 252Def/252SpAtk/4Hp

Moves: Ice Beam
Substitute
Toxic
Waterfall

How to use: Kinda like a Toxic Stall set. First, sub up and then use Toxic. Then, stall out your opponent with Ice Beam and Waterfall. If your sub breaks, you know what to do.

Meh. Lefties as item and rest over ice beam because with rain hydration would make Dewgong fully heal each turn.

Basically what Amphy said, but is this specifically for NU, or is this supposed to be OU viable? You didn't specify.

It should be noted that dewgong is only viable to stall in the rain because of hydration. Rest > Ice beam with impish nature and take the SpA ev's out and put them in HP. And leftovers > life orb.

Also, i want to know why i would use this in NU rather than walrein?
