This set utilizes Jolteon's way over-invested speed EV's. All the speed Jolteon needs to me successful is a 362, which outspeeds max speed timid nature Starmie by one point. this set gives you 363 speed because of the nature bonus, you either get 361 or 363, and speed ties are bad. However, we no longer outspeed Weavile, but who says we need to?

With all those speed EV's shaved off, we have a chance to invest those EV's into a slight bit of bulk. For you see, we no longer outspeed Weavile, but If we invest those EV's In defense, a choice banded Ice punch will only do a max of 96%, only a 20% chance of an OHKO with rocks up, 0% chance without rocks up. Meanwhile you can easily get some extra damage on it before you have to switch out. The shuca berrry is so you can be guaranteed and easy revenge kill on things like Yanmega with it's HP ground, Flygon, Metagross, +2 Gyarados, and Salamence with their Earthquake, and Heatran, Shaymin, and Celebi with their Earth Power.

The special Attack EV's are obvious. If you have a +1 special attack from Charge Beam, anything that's super effective is going to kill them. With a +2, anything that I don't have a super effective move on, is going to die anyways.
