I got Pokemon Pearl from my friend so want to now how to make this team better.

Already perfect. Don't evolve anything.

Looks pretty good as it is. Just to be safe could you list their moves?

Alright, some tips, your team isn't that bad, but it does need some help. 1st, there is no need for auto-weather. Your team is hurt by it--- badly. So ditch Abomasnow. Alright, you have 3 weak to electric and 3 weak to Ice. Since you seem to like Charizard and Staraptor, hold on to them, as well as Roserade. So to balance the team out, rid yourself of Golduck and Garchomp (why use Ubers anyway lol). This leaves you with two weak to Ice and two weak to Electric. So we have:

Roserade
Charizard
Staraptor

Alright, I like the weather theme, so we are going with Sunny Day here. Next pokemon we choose is Infernape. You seem to be the kinda guy who likes the Anime, so Infernape fits well (and rock is neutral). So, we have Roserade set up the sun here. (You can trade 10 Red Shards for a Sunny Day TM on Route 212. I have some extra shards to trade if you need them). For our last two pokes, we want things that fit the team well. Clefairy learns Moonlight at Lv 37, so with Magic Guard, Clefable is an interesting choice. Alright, one poke left. Since you are probably an Anime buff, my next poke here is Pachirisu. Pachirisu is great for setting up weather, but it can't learn sunny day. However, it can hit hard with Super Fang and inflict status. Alright, Final team here.

Yah, but we're running Sunny Day too, and fire moves get powered up in Sun. I liked your weather Idea, it just wasn't executed that well.

Looks like Pachirisu and sunny day aren't compatible. So I had to move it to Charizard. Yeah. But keep Pachirisu, just use it for Status/Super Fang instead.

That looks alot better. If you want a more of an attacking electric type, go with Light Ball Pikachu, because it turns out Pachirisu can't learn Sunny Day.
