Starmie needs choice scarf if you really need rain up.

I also think that you don't have to have all water types. In a gym youj can have 1 pokemon who is not water type.

Octillary's item could be wise glasses. It's like choice specs, but you don't have to use the same move.

Kingler could have life orb with its swords dance set, aan have poliwrath take muscle band.

a starter yanmega could PWN that Starmie

Also I don't think it is wise to choice a rain dance. That starmie is better off as an outspeeder.

COMMENTS IN RED BOLD
Quote :
Starmie@Choise Scarf
Ability - Natural Cure
Nature - Timid
EV
HP 4 / Speed 252 / Special Attack 252
- Thunder
- Rain Dance
- Flash Cannon
- Ice Beam

If you want a lead Starmie the only real choice is this one:

Starmie @ Life Orb
Natural Cure
Timid Nature (+Spd, -Atk)
EVs: 6 HP/ 252 SpAtk/ 252 Spd

Hydro Pump
Grass Knot
Ice Beam
Rapid Spin

Anti-lead Starmie. Resists the STAB moves of the most common leads and can 1-2HKO nearly all of them, then Rapid Spin away any entry hazards they may set up. (No one uses Yanmega leads anymore)

If you want a RAIN lead, I'd suggest Bronzong (who has no weaknesses in the rain)/Swampert (who I would suggest, if anything, because it lowers your Electric weakness) or Electrode. In other words, I wouldn't suggest it, and FYI any Rain Dance user is going to want Damp Rock as the hold item.

for Pert a set can look like this:

Swampert @ Damp Rock
Torrent
Sassy Nature (+SpDef, Spd)
EVs: 252 Hp/ 52 Atk/ 108 Def/ 96 SpDef

Rain Dance
Earthquake
Ice Beam/Avalanche
Stealth Rock

Kingler@Life Orb
Ability - Hyper Cutter
Nature - Adamant
EV
Attack 96 / Speed 252 / Defense 80 / Special Defense 80
- Crabhammer
- Brick Break
- Swords Dance
- X-Scissors

Why Kingler when in the rain Kabutops is FAR superior?

Kabutops @ Life Orb
Swift Swim
Adamant Nature (+Atk, -SpAtk)
EVs: 80 HP/ 252 Atk/ 176 Spd

Swords Dance
X-Scissor/Brick Break/Aqua Jet
Waterfall
Stone Edge

AMAZING in the rain. Can potentially sweep entire teams after an SD.

If you don't do Rain, DD Gyarados would be my suggestion.

Gyarados @ Leftovers
Intimidate
Jolly Nature (+Spd, -Atk)
EVs: 6 HP/ 252 Atk/ 252 Spd

Waterfall
Dragon Dance
Earthquake
Stone Edge/Bounce

Oatillery@Wise Glasses
Ability - Sniper
Nature - Modest
EV
HP 4 / Speed 252 / Special Attack 252
- Flamethrower
- Signal Beam
- Psychic
- Sludge Bomb

Just a bad idea all around. Water has so many amazing Special Attackers, why waste a slot for Octillery? Starmie, as mentioned before, if superior, as is Gorebyss in the rain.

Gorebyss @ Life Orb/Damp Rock
Swift Swim
Modest Nature (+SpAtk, -Atk)
EVs: 36 HP/ 252 SpA/ 220 Spd

Psychic/Rain Dance
Surf
Ice Beam
Hidden Power [Grass/Electric]

Gorebyss can just sweep, or it can help re-set up rain for you.

If not in the Rain, Empoleon(Neutral to Grass, always helpful), Vaporeon, Milotic, and Starmie all function better.

Suicune@Leftovers
Ability - Pressure
Nature - Modest
EV
252 HP / 104 Special Attack / 152 Speed
- Calm Mind
- Substitute
- Surf
- Ice Beam

Suicune is fine, but I'd prefer things that can work around at least one of Water's 2 weaknesses, Grass and Electric. Kingdra does this excelently, and function well in and out of the rain:

Kingdra @ Leftovers
Swift Swim
Adamant Nature (+Atk, -SpAtk)
EVs: 180 HP/ 252 Atk/ 76 Spd

Dragon Dance
Waterfall
Outrage
Rain Dance

Ludicolo@Leftovers
Ability - Swift Swim
Nature - Calm
204 HP / 76 Special Attack / 124 Special Defense / 104 Speed
- Rain Dance
- Surf / Grass Knot
- Ice Beam
- Leech Seed

Ludicolo is quite good, but if you want it to Stall and Dance, go with this set:

Ludicolo @ Damp Rock
Rain Dish
Calm Nature (+SpDef, -Atk)
252 HP/ 76 SpAtk/ 180 SpDef

Rain Dance
Leech Seed
Ice Beam
Grass Knot/Substitute

Salamence@Mystic Water
Ability - Intimidate
Nature - Modest
EV
HP 4 / Special Attack 252 / Speed 252
-Draco Meteor
-Flamethrower
-Dragon Pulse
-Hydro Pump

No, no, nononononono, for a lot of reasons. Flamethrower in the RAIN? If you want a Dragon, LATIAS. Resists Grass and Electric, and the rest of your team resists Ice. Plus it outspeeds ever non-Uber Dragon. Nearly any Latias set will do, but if you want a sweeper:

Latias @ Life Orb
Levitate
Timid Nature (+Spd, -Atk)
EVs: 82 HP/ 252 SpA/ 176 Spd

Surf/Thunder
Dragon Pulse
Calm Mind
Recover

Do you have a moveset?

Some of these Pokemon are going to be in both of my Gyms, not all but some.

Yes, here's the one i used..

Dewgong@Damp Rock

Nature:Modest
Ability: Hydration
Ev's: 252HP / 4 Def / 252 SpA

Moveset:

Rain Dance
Surf
Ice Beam / Aqua Ring / Aqua Jet
Rest

If you don't want it to be your rain dance setter, use leftovers and replace raindance with either Aqua ring or Aqua jet.

Or..

Dewgong@Damp Rock / Leftovers

Nature: Calm
Ability: Hydration
Ev's: 252 HP / 4 Def / 252 SpD

Moveset:

Rain Dance
Encore
Surf / Aqua Jet
Rest

This is a support dewgong. Agian, if you don't want it to have raindance, replace with ice beam. I also found toxic to work well here too.

Dewgong won't work without Rain, and Rain with Swift Swimmers is a more offensive weather. Dewgong has little place in it. Hail is where you want bulky pokes, like Stallrein and Abomasnow.

Your Wildcard pokemon should be anti-electric and grass although Salamance is good for this you would get rapped by Ice which 99% of teams carry so be aware of this.

Recommend a steel type wildcard, just because it can resist, grass and if yor go steelix or magnezone can resist electric your main two problems!

I would go steelix just because hes awsumly Underrated!

Try

Steelix w/Leftovers

GyroBall
EQ
RockSlide

And im not sure about the 4 move but he would work much better than Salamance but thats just my opinion!

Ability - Sound Proof
Nature - Hasty

- Thunder
- Rain Dance
- Taunt
- Explosion

I thought it worked well, but whatever. Nice team by the way
