Basically once I beat the E4 a couple of times on a pokemon game, I start over. I next time I restart, I am considering using Porygon on my team. Would it be a good in-game pokemon?

Absolutely. It's got great type coverage in that it can only be super-effected (here I go making new words again xD) by fighting type moves and that it also learns a very diverse moveset, such as Psychic, Tri Attack, Ice Beam, Thunderbolt, etc.
